Zurich continues its reign as the world’s smartest city. Year after year, for seven years running, the Swiss city has topped the ranking compiled by the International Institute for Management Development (IMD), which assesses various key aspects of smart cities to produce its ranking of 148 cities.

What is particularly interesting about Zurich Smart City’s approach is its commitment to evolving through a comprehensive strategy and strong governance, while continuing to address the challenges that emerge along the way.

Why is Zurich the world’s smartest city?

One of the main reasons is the high level of trust in its institutions. Residents consider local government decisions to be open, accessible, and honest, a view reflected in high levels of civic participation.

Other reasons, according to the IMD, include:

Infrastructure over technology

The index shows that Zurich scores higher for its physical structures and basic infrastructure than for adopting trendy technologies in isolation. Innovation is instead used to improve everyday life.

Efficient mobility

The city has a smart traffic management system and a seamlessly coordinated public transportation network.

Energy and sustainability

Urban planning prioritizes energy-efficient housing, sustainable development, and environmental protection.

High quality of life

Excellent healthcare, safe public spaces, and strong social systems contribute to a high standard of living.

Smart projects Zurich has brought to life

Smartest City

Year after year, these values are reflected in a range of projects bearing the “smart city” label.

Smart electric mobility

Through the In-Motion Charging system, Zurich has reconfigured its public transportation system, prioritizing high-demand bus routes with a fleet of articulated buses that charge their batteries while traveling along short sections of the route.

LoRaWAN network deployment

The city’s digital backbone is a public, open-access long-range network known as LoRaWAN.  It consists of interconnected, low-power sensors that collect real-time data from public spaces. The network is used to measure the urban microclimate and monitor heat islands, automatically detect water leaks, monitor CO₂ levels, and track parking space occupancy.

Centralized governance and civic participation

To prevent a digital divide, Zurich operates digital civic participation platforms and maintains an open data policy that allows residents, through centralized portals, to vote on participatory budgets, propose changes to street designs using digital twins, and complete administrative procedures.

What methodology does the IMD Smart City Index use?

The IMD defines a smart city as one that strikes a balance between its economic potential, applied technology, environmental issues, and inclusivity to provide residents with a high quality of life.

Each year, the center produces the Smart City Index, which measures both the economic and technological aspects of smart cities and their human dimensions. The results of the IMD Smart City Index are based almost entirely on responses provided by residents.

In its seventh edition in 2026, a total of 148 cities worldwide were evaluated. Each city’s final score is calculated based on perceptions from the last three years of the survey, weighted 3:2:1 for 2026, 2025, and 2024, respectively.

Opinions are gathered on two pillars: Structures, which refers to existing infrastructure, and Technology, which encompasses the technological resources and services available to residents. Five key areas are evaluated under each pillar: health and safety, mobility, activities, opportunities, and governance.

Remaining challenges for Zurich Smart City

Smartest City

Despite its leadership, Zurich Smart City faces structural, social, and technological challenges.

The privacy dilemma

The widespread deployment of LoRaWAN sensors and cameras to manage parking spaces and traffic creates friction with Switzerland’s strict Federal Act on Data Protection (FADP).

Technological gentrification and the housing crisis

The modernization of entire districts according to bioclimatic and high energy-efficiency standards is driving up the cost of living, creating a real risk of displacing low- and middle-income residents.

Cybersecurity and critical infrastructure resilience

Centralizing the management of water, the municipal power grid, and smart traffic lights on open data platforms increases the risk of cyberattacks.

Vendor dependence and technology monopolies

To build their digital twins and large-scale data analytics systems, local governments often depend on major foreign technology corporations. Reliance on external software can complicate future data migration and conflicts with the local philosophy of using open-source software.
