LoRaWAN network deployment
The city’s digital backbone is a public, open-access long-range network known as LoRaWAN. It consists of interconnected, low-power sensors that collect real-time data from public spaces. What methodology does the IMD Smart City Index use?
The IMD defines a smart city as one that strikes a balance between its economic potential, applied technology, environmental issues, and inclusivity to provide residents with a high quality of life.
Each year, the center produces the Smart City Index, which measures both the economic and technological aspects of smart cities and their human dimensions. The results of the IMD Smart City Index are based almost entirely on responses provided by residents.
In its seventh edition in 2026, a total of 148 cities worldwide were evaluated. Each city’s final score is calculated based on perceptions from the last three years of the survey, weighted 3:2:1 for 2026, 2025, and 2024, respectively.
Opinions are gathered on two pillars: Structures, which refers to existing infrastructure, and Technology, which encompasses the technological resources and services available to residents. Five key areas are evaluated under each pillar: health and safety, mobility, activities, opportunities, and governance.

Despite its leadership, Zurich Smart City faces structural, social, and technological challenges.
The privacy dilemma
The widespread deployment of LoRaWAN sensors and cameras to manage parking spaces and traffic creates friction with Switzerland’s strict Federal Act on Data Protection (FADP).
Technological gentrification and the housing crisis
The modernization of entire districts according to bioclimatic and high energy-efficiency standards is driving up the cost of living, creating a real risk of displacing low- and middle-income residents.
