Sovereign data spaces are a key component in enabling companies, public administrations, and industries to collaborate and exchange data without compromising security, privacy, or ownership of the information. In this context, trust that this data can be managed in accordance with privacy and responsible use standards has become essential.

What are sovereign data spaces?

Sovereign data is digital information that is processed, stored, and managed within the legal and jurisdictional boundaries of a specific country or region, by local entities or sovereign cloud service providers.

Sovereign data spaces are trusted digital environments designed for the sovereign and controlled exchange of data between organizations (public and private) within the same industry or value chain.

How do sovereign data spaces ensure security and privacy?

Data spaces enable information to be shared to expand knowledge and optimize decision-making, while always respecting privacy. Each organization decides what data to share through governance, technical, and legal mechanisms.

Privacy

Privacy is the right and ability of individuals and organizations to decide and control how their information is collected, stored, and shared. In data spaces, privacy is ensured by applying ethical principles and appropriate security measures and by ensuring compliance with current legislation.

The main tools used to protect privacy include:

  • Data anonymization. Removing data that could identify individuals or entities in order to reduce risks.
  • Access control. Establishing who can access the data, how they can access it, and for what purpose.
  • Usage and governance agreements. Establishing rules governing access to and use of data to provide legal certainty.
  • Regulatory compliance. Applying technical and organizational measures, such as audits and controls, to ensure an environment aligned with current regulations.

Security

Security refers to protecting data against unauthorized access to ensure its confidentiality, integrity, and availability. The main measures implemented to ensure data security include:

  • Data encryption. Protects the confidentiality and integrity of data against unauthorized access.
  • Authentication and identity management. Enables the identities of users, organizations, services and devices to be verified.
  • Access control. Restricts access to data based on roles, attributes, policies, and authorized permissions.
  • Data resilience. Ensures that data, services, and systems can be recovered following a cyberattack or system failure.
  • Data usage and control policies. Establish who can access the data and how the data may be used.
  • Governance, compliance, and verifiable trust. Enables verification that participants and services comply with the agreed rules.

Why is data sovereignty important for companies?

Data sovereignty means that data is subject to the laws and regulations of the country or region where it is collected, processed, or stored. Each organization retains control over its data and decides how and when it is shared without giving up ownership.

Data sovereignty is important because it gives data owners the power to define and enforce the conditions under which data is shared. The owner always retains full control over who accesses the data, for what purpose, and under what conditions the information is used. This is why trust and trust frameworks are fundamental to data sovereignty.

Trust frameworks are the legal, governance, and technical mechanisms that put trust into practice. Trust frameworks include identity management and certification; the definition and enforcement of usage and access policies; legally binding data-sharing agreements and contracts; transparency, traceability, and auditing; the accreditation of trust service providers; and the onboarding and certification of participants.

What does the Gaia-X initiative bring to data spaces?

Gaia-X is one of the European initiatives aimed at fostering a sovereign, trusted, and collaborative data economy. Its goal is to enable companies, public administrations, and organizations to share and use data securely, while retaining control over the information and its conditions of use in cloud environments and data spaces. Gaia-X does not replace sovereign data spaces but instead provides principles, trust frameworks, and governance mechanisms so that data can be shared under common rules for trust, security, and interoperability.

Based on the above, sovereign data spaces not only organize the exchange of information but also create the conditions for that exchange to be reliable, traceable, and respectful of the rights of those who generate the data. In this context, trust becomes the cornerstone that facilitates collaboration and innovation.
