Eating a meal on a Winnipeg patio in January might sound like a YouTube prank. To Mark Turner — one of countless winter city restaurateurs fighting to outlast the pandemic — the snowy scenario is no joke.

“If people are dressed right and prepared to go outside, they’ll be more than comfortable,” predicts the owner of Amsterdam Tea Room & Bar, awaiting word if he’ll get one of the first winter patio permits from the City of Winnipeg.
